Third generation signature series isn't recognized by Colt. They weren't made by Colt, weren't assembled by Colt and Colt won't work on them.
The "Second Generation" C&B revolvers are the ones that Colt recognizes; the serial numbers are a continuation from where the original first generation guns left off.

I have never heard of different grades of build. Is this an exclusive from cimarron/Texas Jack? If I wanted my dealer to order one, how is it listed?

The reason you pay different prices for the same model and maker's gun from different importers is they specify different levels of fit and finish from the factory. Dixie's Uberti isn't quite the same as Cimarron's for example.
A long time ago, a friend and I each bought new Buffalo Hunter carbines at the same time. This is the sporterized version of the Zouave rifle. I bought mine from Dixie and paid a little more than he did. I believe that his came from Navy Arms. Mine was finished to a much higher standard with nicer wood and bluing and casehardening. Even the checkering is finer. Yet they are supposed to be the same gun. You get what you pay for.

As are the third generation "Signature Series" guns. These are recognized as genuine Colts by the factory and continue the Colt serial numbers as well. Both of my Signature Series Colts came with registration certificates from Colt, and searches from their archives will retrieve certificates of authenticity from the factory.

Once again, both second and third generation Colts are recognized as genuine by Colt.
