If you have fixed sights and file them at 13 yards you'll be S.O.L. of you move to 50 and are hitting 6" high. I file my sights at the range I want them zeroed and then learn the other ranges by shooting and observing.
I suppose you can get the rear drift punched for windage at 13 yards, but it's hard to put metal back on a front sight.
