Is the upper jaw seated correctly? There is a small gap between the bottom of the upper jaw and what appears to me to be where it seat without a flint. The jaw screw is tight and I can pull a flint wrapped with leather out with my fingers. I just don’t have the experience to make the right decision and I don’t want to mess up this close to being finished. The second picture has my concern circled in red.

Every surface on that hammer/cock that has the as cast roughness should be filed very lightly. That will include the two surfaces that are holding the top jaw from going where it needs to. No need for heavy handed filing or polishing. You want a close fit with sharp corners.

It looks like there's a bit of a casting excess preventing the cock jaw from seating on the cock closely. A little judicious filing ought to take care of it. File a bit off, and test with some color transfer. A sharpie or Dykem color transfer will help insure you have a tight fit.

Thank you, I will be filing patiently this afternoon after work. At least, that is my plan right now.

I thought for a second that your cock screw was bottoming out against the main body of the cock, but after a second look, that appears to not be the case. If it were, then simply filing off some of the bottom of the cock screw would allow it to be tightened further. But that is obviously not the issue here. After closer examination, I think simply filing a hair off the back of the top jaw will allow it to slide further down the main body of the cock and should then enable you to tighten the cock down more on the flint.
