Yes Char cloth is a great way to start a fire. The char cloth has a lower ignition point than other things. Thus it is easier to get a fire going. You cut up you linen rags to fit in a tin box. Then you set the linen on fire and when it is burning good you close the lid thus snuffing out the fire. The cloth smolders a little but stops burning after it uses up all the oxygen inside the tin box.

Now you can take out a piece of char cloth and use your flint a steel to get the sparks going to get it burning again to ignite your tinder and then on to the bigger wood sticks etc.

Don’t remember where I read it, but it was said that especially in households punk wood char was used a lot for getting the fireplace going. They would strike the steel directly into a tin of punk wood, take out what was needed, and replace lid on the tin.
