Answer: Yes. Tons of them. Check with NMLRA for the clubs then hang out, or call. You will find one or ten or more.
If your barrel already has a vent liner in it and the liner is not a White Lightning the only way to install a White Lightning liner is to go to the next larger thread size.
The WL liner uses a 32 pitch thread and it is impossible to rethread an existing 24 or 28 pitch thread without completely removing the existing thread and then enlarging the hole and rethreading with the new, larger, 32 pitch thread.
If your existing liner threads are much less than the width of the barrel flat there won't be a problem doing this conversion.
If the liner is already almost the width of the barrel flat a problem will come up.
Because the liner sizes jump in 1/16" incriments, the next larger liner may be larger than the width of the barrel flat.
If it is, the liners threads will break out into the next barrel flat leaving the threads standing proud of the surface.

The barrel is already on my Early Virginia rifle. I'm the second owner of the rifle. The first owner had the barrel and lock left in the bright as he wanted it to age naturally.
Well it looks like the W.L. Liner plan is out. My gun actually has a 5/16 X 28 liner already in it. It's located towards the bottom of the flat, so there isn't enough room to drill it out for a 3/8 X 32 W.L. liner. I bought a bottle of Laurel Mtn Browning Solution, so I may try browning it. Then again, I'm about tempted to just cold blue it!

Lots of people like the Laurel Mountain browning solution so I can't really say there is anything wrong with it but I have had much better success with the Wakon Bay solution sold by Mike Lea. It's especially good if you wait till good old hot,humid Ky summer. Good luck.

barrel removed from stock remove flash hole plug.with some good nickle rod weld up the hole,file and dress down the flat.mate back into t5he stock then with a scribe mark the bottom and the top edges were the brech plug meets the pan. then remove barrel,center frontand rear and just a bit below center vertical. punch mark then drill and tap1/4-28,use large drill by hand to counter sink the edge till flush with flat. usa antiseise lube felpro c5a t/c touch holes work great. Im in wky by the lake. callif you want, most any eve or time. 270 354 9518 smoken 32

You do realize that weldind a gun barrel, ruins it. Not to mention this is the most critical area.
Most muzzleloading barrels use leaded steel. The different alloy, the high heat, the fact that it's at the breach is asking for trouble.
Frankly someone who is a "blackpowder gunsmith" should know better.

Are you having trouble shooting this rifle?
There are things that can be done if you're having trouble.
Heck, none of mine have liners at all. One has a simple drilled hole, the other is outside coned, both light fine.
Cold blue if your talking the Birchwood Casey stuff and simular, would look like Crappola on a longrifle unless you're doing something special like a French Gray. See the pewter thread. Out of the bottle, a cold blue on that rifle, would be like wearing a tux with a greasy T shirt.
If you want blue, research and do a Rust Blue or Charcoal Blue.
Do it right.
