Do you mean hammer does not contact the cap?

yes it does. but most time it will have to be struck 2 or more times to ignite. I wonder if I should file a different angle on the nipple to make a better contact point?

and yes it has the correct short nipples, I put in replacements that came up higher and the nipples will not clear the shroud, and not allow it to turn. I tried to back them off a few turns and no soap!
