I had the same problem removing the nipples from my brass framed 1851 that I purchased used. Lots of soaking in different types of penetrating oil including ATF fluid mixed with paint thinner. I finally made a nipple wrench from a small socket and mounted it in my drill press, the cylinder held by a couple of dowel in the vise and turning the drill by hand while using downward pressure on the press to keep everything tight.
 
I dont have a drillpress or a torch but I also had a problem with one stuck nipple.Lots of penetrating oil and homemade nipple wrenchs. I also put the cylinder in the freezer for a day or two. I figured if heat would work cold might also. It workef!

Another option to loosen up frozen revolver nipples is to place the cylinder into a pan of hot water on the stove until it boils, even if for a minute or two.
Use gloves to hold the hot cylinder with while trying to remove the nipples.
