I suspect the .715 with a .018 patch will be the more accurate. The .69 ball with .028 patch won't quite fill the bore.
.715 + (2 X .018)= .751
.69 + (2 X .028)= .746
If your bore mics .750, and if it's an Italian bess .750 is pretty close, the .69 ball needs at least a .030 thick patch to fill the bore. A little thicker wouldn't hurt.
I suspect that accuracy would be about the same if the two patch thickness/ball diameters added up to the same dimension. I also supect that .018-.020 thick patching is easier to find than .030 + thickness.
