The new Chief of Police of Chicago claims that gun owners( and members of the NRA) are all racists, and are getting rich, living in gated communities( like the former Mayor Daley?) while poor city dwellers pay the price by being killed with "evil guns". This from a man who, while serving as a police officer in New York City, but off-duty and drunk, walked around shooting out streetlights while calling the people of the neighborhood by the "N" word. And this man was chosen for the job by none other than new Mayor Rahm Emanuel, the former White House Chief of Staff to our President!
 
Any one of the penetrating products that have been mentioned will get the job done. Once you get the nipples loose, rock them back and forth as you start them out to break up any rust particles that may be in the threads. Occasionally these particles can pack up in the threads as you back out the nipple and cause it to jam again. This doesn't happen often but when it does, it can be a major problem but if you will work the wrench back and forth a few times before removing the nipple you will be sure to avoid this problem. Once the nipples are out, chase the threads with a tap to remove any residual rust.
 
Dirt cheap and accesible recipe:
Brake fluid, from my point of view preferably DOT 3 over DOT 4.
Clean up the gap/sealing surface where the nipple sits on drum as well as possible, form a little radius from small drop of the fluid. This alows some control about soaking in, by checking the radius. Add the fluid as necessary. This allows you to protect most of the finish. If the finish is not much in concern, let it stand in a small jar for about 1-2 weeks.

With brake fluid, I put back in action an outboard engine 2,5 years after it was flooded and left as was. Rings (steel), piston (alu) and cylinder (formerly chromed alu) were realy "welded" together. 3 days and voilá...
 
For what it's worth, brake fluid, either Dot 3, Dot 4 or Dot 5.1 is the finest paint/varnish remover known to man.

It can totally destroy a finish in a matter of minutes.
