All stain is in the pores of the wood.

Remove the top finish coat if there is one.

Then sand the stock to remove some of the upper pores that are stained.

It takes a lot of wood removal to remove all traces of a stain.
 
Gel stains are rubbed on the wood and then rubbed off the wood. Leaving behind some color. You can't remove stain. That's why it's called stain.

There should be no "Gel" on the wood.

Strip the stock and sand it.

Then finish the stock the way you want it.
