So, if one wanted to buy or build a small cannon, how would one obtain a, oh say, a small mountain howitzer or punt gun or something in that range?

What is "small"?
The simplest way is buy a tube and build a carriage. A punt gun will end up being more $$ as you have a stock and lock. I see a considrrable difference between a mtn howitzer and a punt gun.
 
DGW is selling Hern tubes.

I dont know if dixie drills the vent for you but Hern does not.

I personally wont buy a cannon from any manufacturer who claims their guns are fireable but wont drill the vent.
