One has to be patient and wait for the no hazmat and free shipping to pop up now and then. $12 a tin of 100 caps is not cheap but a lot better than $20-$30 a tin like done others are charging. I take advantage of the no hazmat fee and buy caps and powder to balance things out if there is no free shipping. Bass Pro sometimes has the caps on line, you order them and have them delivered to your local Bass Pro store to avoid shipping and hazmat.
 
I just use Toy caps with the paper insert removed and a little black powder added. Pretty much 100% reliable.
