If there are a lot of people hunting in the area the rules sort of go out the window. Disturbed deer act much differently than undisturbed deer.

If there are a lot of hunters in the area, just set up on escape routes and don't even worry about giving your stand a rest.

Concerning to roedeer it belongs to what kind of deer was shooten. When you got a doe, normally the fawns came back soon. But when you kill a fawn or calf and the doe was also there you will never see them. Here in Germany we have does that have lost several fawns by hunters. They only move in the night. You'll never see them and their fawns too.
