Copy the URL or address of the topic. (Can someone else please cover how to do this for those that don't know?)
Next, at the top of the forum your subject is in, click this,

Then fill in this with your title,

Like so,

And then type in the same spot you would put your words for a reply.
You could say something like,
"I was reading this older thread and it raised some questions for me.
Now paste that topics's URL/address as seen above in my 1st sentence

(This will become a link to that old topic for people to refer back to)
And then continue on with your thoughts or questions on the topic.

Now click post thread at the bottom,

And your fresh new topic will post opening up discussion of an older subject without you looking like you just had to get your two cents in as if the op of the 1st topic had been waiting 2, 6, 15, 19 years for your illustrious wisdom.
