You need to break the hide after it is tanned to soften it. Breaking is a manual process and can be seen here:

I like Bill's suggestion of using a baseball bat and I may try that on a couple of hides I tanned many years ago and have never gotten around to breaking them. Don't use oils or more tanning solution to soften the hide without breaking it first.
