The Guv has decided that the Colorado Division of Wildlife (CDOW) and the Colorado State Parks (CSP) would be better if combined. The idea is to create "efficiencies" through this merger.
Regardless of what you think about the idea, you should acquaint yourself with a few facts. Here are a few for starters.
1. The CDOW is an "enterprise" dept of CO govt. That means it is funded primarily by license fees along with some fed pittman robertson funds and some colorado lottery funds.
2. The CSP is presently strapped for operating funds and have had to take some steps to cut their budget in order to avoid the cash crunch. CSP also gets lottery funds, user fees and also some money from the general fund.
3. CDOW seems to be humming along just fine financially.
4. Just a few weeks ago a bill was defeated in the legislature that would have allowed the state to raid sportsman's dollars to the tune of five million dollars per year for 11 years. Is this "merger" an end run on license dollars?
