Shumways says that William Ketland started making locks sometime in the 1740s. Ketland, by the way, was not the only only firm making export grade locks, though the seem to have been quite prolific and lasted quite a long time, until the 1830s.
 
Gary Brumfield's page has a page on original locks, with photos and a short commentary. There is at least one photo of an early Ketland there.
