Greetings from the rain lashed and wind swept British Isles. I have just finished making a leather bottle that I have pressed into service as a shot flask. It currently has a hastily wittled stopper that I shall replace with something more elegant at some point, but it currently does the job. Now I need to make a shot measure that doesnt require a lathe (as I havent got one yet).

Good looking flask! If you're like me, you'll end up using it more than any other.

I use a piece of 1" fir "curtain rod" or flag staff. It's easy to whittle, compared to a hardwood dowel. Just drill a 1/2" hole in one end, the depth measured to drop the amount of shot or powder you want. Then whittle away everything that's not a measure.

One of mine is at the top of this photo:

Took about half an hour to drill and whittle, and another 10 minutes to sand and stain.

If you look close, you'll see some notches in the mouth. That's my way of "coding" them. Eight notches tells me it drops 80 grains of powder. It drops 1 1/8 oz of shot following this chart. Kinda handy.
