Some people use wasp nests as an over powder wad to protect the patch from powder burn. He may be using it as much as a layer of protection for the powder from the patch lube.

I know a few front stuffer shotgunners that use wasp nest for an overshot wad while hunting in the rain, they claim it is about the most water resistant stuff you can find. We were talking about it today at the range as a couple of white-faced hornet nests are now visible now that the leaves have fallen off the buckeye tree by the 100yd range.

And the stuff's the closest thing you can find to asbestos without it being asbestos; and it's made by living organisms. Can't do better.
