A great deal of the problem with breaking the stock when loading is attempting to cram a patch ball combination that is far too tight. I never in all my years of matches loaded a pistol or prb rifle that tight. Unless you have some bizarre rifling configuration it is unnecessary to be so tight you need to bruise your hands or use a mallet. For my target pistol, it took only about 5 or 6 pounds pressure to start the ball

Having the dowel through the trigger guard seems like more prone to ripping out the screws/pins that hold the trigger guard.
 
Take a small curved branch,, put one end against a stop, and push straight down. Note where the branch bends or breaks. Same thing occurs with a pistol stock.
 
When I load I just put the short starter on the ball and hit with my palm and start in the barrel finish with range rod not a lot of pressure to start. I do see guys using a hammer and a nylon short starter i would never do that !
