Yup.
You use the special tool to unscrew the barrel, drop the ball into the breech, followed by enough powder to fill the rest of the cavity and then screw the barrel back on. After capping the nipple, it's ready to fire.

Like the Philadelphia Deringer, it is a short range pistol meant to be used at a distance of 3 to maybe 8 feet, they are not noted for their great accuracy.
 
I know a fellow that owns one. He shoots it once a year on the 4rth. Surprisingly accurate out to 10 yards or so. It's a hoot to shoot.
