Perhaps it's because no one knows, or no one wants to know.

However, I think the intent of only having licensed sellers sell BP is for the controls and awareness that are supposed to come from such an arrangement from a business point of view.

And as long I'm operating in the spirit and confines of "recreational use of BP", and don't exceed the 50lb limit, and am not routinely "reselling" or the sake of selling BP, I would think it would be OK for a couple of established recreational ML/BP users/hunters decided to order and split a case of Goex, I don't think each chipping in their share would consitiute selling it in the context that the regulations are intended...I may be all wrong but that's how I'd see it...you've got to have a master's degree to first "find", then "understand" many Federal regulations, and this is no exception...very muddy water.

Ain't that the truth. "Sell", as the law applies, can also mean to trade or even give away freely as a gift. It is interchangable with "distribute", and "traffic" means you weren't the last person to touch or control it. So, if you are shooting with two friends, and you notice Jimmy run out so you yell over to Bob "Can Jimmy borrow a scoop of your powder?" you've just trafficked in a coontrolled substance even though it's not yours and you received no advantage from it. When I was on Grand Jury we reviewed some drug cases and most jurors (myself included) were surprised what constitutes a "sale", and some of the cutesy ways the dealers thought to get around the legalities. . . wrongly.
