That twist 1-48" is a historically common twist rate. If a prb won't give good accuracy it's likely the shallow rifling that's the culprit. A good, thick patch and tight load might be the ticket. Rule of thumb says you can't "over-stabilize" a round ball.
 
As I have said many times, never seen a deer hit with a round ball I'd trade places with. Modern bullet manufacturing tries to duplicate what a round ball starts out as. The old saying "reinvent the wheel" or reinvent the round ball comes to mind.
