Refresh is to deepen the rifling grooves and perhaps lap the lands with a lead slug without altering the lands. Rebore is to machine both the lands and the grooves. Sleeve (you didn't ask) is to drill out the bore and insert a thin walled tube that has rifling inside that tube.
