Need some input from members who know ... what is the best way to remove Jax Black from Brass ?

Steel wool does pretty well as does scotch bright, that's not a very durable finish as it's meant to age and patina quickly. If the uniformity of the finish is the issue also try applying it with a green or used red scotch bright pad. Just keep rubbing gently, you can literally see when the magic moment occurs, and the right patina shows up.
