Ok, so I don’t have any cap and ball revolvers (yet), but here are my two Kentucky pistols in .45 and .50
Ok, I’ll show my non revolvers too.

You unclip it and swing it round nearly 270 degrees clockwise so the lever in nearly at right angles to the barrel,
 
It is the safety. You can see it better in this picture.

Thanks for the photo; so it can be carried fully loaded having a safety and I note the offset hammer making sighting easier.
Mr. Beattie put some thought into his design (I’d love to fire it).
