The loop hole for muzzleloaders is, parts are not required to go through an FFL. Remove the lock and the barrel it's wedged then mail them a few days apart. No FFL Required. Semper Fi.

I spoke with a postal inspector on mailing muzzleloaders. He said once it enters the mail system, it falls under Federal laws, and federal law still considers them as antique/ reproductions with differing restrictions than those of states which are more restrictive. You may be able to shop it with out an FFL but the receiving party may be in need of an FFL. Look into it.
