I used two torches and reheated. It was a good bright red when it hit the oil. Tempered one hour at 350 and still no sparks. Flint is still making gouges in the frizzen face.
 
I reheated one more time and this time I tried the frizzen before I tempered it. Lots of sparks. 350 on my oven must be more than 350. I'm leaving it like it is till I get an oven thermometer.
 
In my opinion, you should run a test on the frizzen before you do anything else.

If the metal around the screw hole is filable, then don't do anything.

The area around the screw hole, and to a lesser extent, at the bend between the pan cover area and the upright area are the only places where there are really high stresses when the flint hits the frizzen.
