If you rub the paper with a beeswax & tallow patch lube, warm it to soak into the paper then wipe off the excess, it works well - I've never had any smouldering, but I also use either overpowder wads or fiber wads between powder & shot cups.

You could also dissolve borax in water & treat the paper to make a fire retardant.

Lately I've been using denatured alcohol + castor oil to treat the paper & wads as a lubricant. The DA evaporates and leaves a light lube in the paper & fibers - shoots clean!

I will give that a try.
I thought about making small shot "cartridges" to use but your idea sounds a whole lot simpler and just as effective. Thanks !!
