No, the horn strap should not be attached to the filling plug. There should be a groove or staple at the front of the horn that the strap can be fastened to it. A short thong can be used to attach the plug to the carry strap.
 
A handy small funnel is available from Coleman for filling their white gas camp stoves and lanterns, small spout, plastic, inexpensive. Mine is an antique one, made of aluminum. But my horn has a large threaded plug in the plug end, so I don't use the coleman for powder.
