It could be something as simple as the rear leaf spring being set too tight, or if a rear leaf spring stop screw is present as in one of the photo's, being set too low.
Either would hold the rear trigger cam too high and not allow the sear to engage.
I did have some trouble (and it's common) with a CVA Mountain Rifle where the trigger mortice had degraded to the point of allowing the trigger plate too deep, That one had to be shimmed,
