@Eric Bye, I agree with making the pan deeper to compensate for a too low touch hole. In @woodsnwater's case, his touch hole is too large in diameter (he has measured it at 0.100") so the installation of a touch hole liner and the machine work to raise the touch hole is the optimal approach. His rifle will certainly function, and the large touch hole will allow a lot of heat from the pan to pass through to the powder charge. Accuracy on target will improve with a smaller touch hole and reliability to fire will be good.
 
Well it shot OK but it pushes out so much powder when you load it it's pretty much unusable. Someone said earlier that the hole is so big that it would self prime and boy they were right! So now it's disassembled and I hope to take it to my friends machine shop later this week to mill it out for a 1/4-28 liner.

Your lock is making plenty of sparks and putting them right into the pan.

If you're going for a removeable liner, the RMC/TC variety are 1/4-28 and should clean up that too low hole just fine. Chambers uses a different thread for his White Lightnng liners and they are available 1/4-32, 5/16-32, and 3/8-32. 5/16" looks to be as big as you could use on that barrel flat.
 
Bear in mind, that just because it has a screwdriver slot on the liner, it does not require removal to clean your rifle. Many liners have no slot or means to be removed once installed. Do use a never seize lubricant in the threads so it can be removed when the touch hole opens up. That should take several thousand shots.

kinda hard to see from that angle, but judging by where the scuff was in the brown, I'd say its a big improvement

First time I went to shoot my squirrel rifle, the vent hole was so big(probably burned out) that my entire powder load blew out the vent and I got a stuck ball. Everyone here insisted I dry balled it. But I was able to literally feed 3f into the touchhole to blow out the stuck ball.
