Most people around the U.S. report few local retailers handling black powder over the counter anymore. One exception is Pennsylvania. There seems to be several local gun shops in that state that are handling black powder still, if that is close enough to you for a drive. Otherwise, you will probably have to work with an on-line wholesaler to get your powder. Several are listed on the Resources forum - I have purchased from Powder Inc and Graf, both have good prices and service. The shipping and Hazmat charges will get you. The more you order up to a certain weight, the better your per pound price. Usually you get your best prices ordering 25 lbs. at a time.
 
I bought from Powder Inc, the shipping was pretty quick. They give UPS tracking #'s, and the automated system called me to confirm that I would be around to sign for the package.
All in all it was a pretty smooth transaction. You just need to photocopy/scan the front and back of your driver's license, and sign their release, then fax it all in with your order.
I scanned my license and sent a copy of the form via email, I got my powder in 5 days from the date I ordered it.
No store within 50 miles of me carries real BP anymore. Sad, but true.

Make a call, and it's sitting on my front porch a few days later for $10.75/lb delivered price.
They'll mix granulations however you like...the last three cases I've mixed it as follows:
4F - 1
3F - 20
2F - 4

If you google " Goex ", on your computer, or use any other search engine you have, you will see a map of the United States with lists of distributors for each of the states. most have 800 numbers you can call. Each distributor can tell you the nearest retail out let that handles BP, or they will offer to sell it to you directly. The HAzmat fee is assessed by the carrier, at $20.00 per shipment, so it pays to find other shooters to share a case of powder( 25 lbs.) and thereby split the HAZMAT fee between all of you. By buying in quanity, you don't have to worry about running short of powder for a couple of years of significant shooting. If you don't belong to a local BP rifle club, contact the NMLRA in Friendship, Ind. and find out where the nearest charter club is located. That is where you are going to find other BP shooters who also need to buy powder, and are in the same fix you are in. If you roll the Forum Index, to the top, you will see " Members services " at the bottom of the first block of topics. Click on there and then on the link for what you want. NMLRA is there, as are both suppliers that have been mentioned, and others.
 
Please check locally first. If there's a stocking dealer, he went to a lot of trouble to get the licenses to do so. It's worth supporting local dealers if possible. I don't have anyone that stocks so I made a bulk order through Powder Inc. Good prices and service.
