Wood carving tools?

Howdy y’all. I had a couple questions for those of you who do wood working with hand tools. So aside from putting kit guns together, I’d really like to start my journey in wood working with hand tools making muzzleloading supplies of course. I want to start with something small like powder measures. I figure they are small enough to not be too daunting but yet take a little skill to make

My wife got me a little DIY whittle kit last Christmas and I never opened it. But in it had some little scrapers, and carvers. Best of yet it had little small wood blanks perfect size for a powder measure. That’ll get me started I think but after this, what sort of tools do I need, or are must haves. Wood working tool terminology is not my strong suit. with a plethora of information on the interwebs it’s overwhelming. Any suggestions are greatly appreciated!
 
Powder measures can be made with a drill and some wood files and sandpaper very simple . You can buy some carving tools also , I make my powder measures from deer antlers .
