When starting from scratch is it best to pick a patch thickness and vary the load ( in three shot groups) to find consistency or pick a powder charge and vary the patch thickness?

I would suggest first selecting your preferred patch thickness by 1) how tight it is to load, and 2) examination of the patch after shooting. If it's too loose, or if it's too tight, or if the patch gets ripped into shreds, it's not the right patch. Once you've got your perfect patch picked, then start your load variations.
