My issue with the Kentucky lock is the horrible geometry. I sent mine to Brad Emig to have it tuned and adjusted. It came back better than I expected and the lock and ignition is much faster. He fiddled with the springs to get a better frizzen to mainspring ration and heated and bent to cock...

I had the same issue with my Pietta 1851 reproduction. Corrected it by judiciously grinding the bolt arm that contacts the cam on the inside curve. Grind and fit, grind and fit until it works correctly. Be sure not to let it get hot and deburr between fittings.

I hater showing my ignorance but what is the function of an action shield? Just a SWAG but does it shield the action from spent caps?
