Why won't this 1851 go to half cock and allow the cylinder to turn freely?

Probably because you have early bolt drop and that's happening because the left bolt arm is sliding off the cam and or the cam has been eroded away from a much too stout bolt spring.
Pics would help tell the story.

Something is binding interferring with proper indexing.

45D what is this bolt arm of what you mentioned? Is it the flat part with two bent downward arns?
Yes. The left one (the lower one in the pic) is what rides the hammer cam. If the cam is still somewhat good in your revolver, you may try bending the left arm outward slightly. That will encourage it to stay on the cam longer.
