Bench rest shooters with peep sights keep groups that small, so do the slug shooters. Stop by the matches at Blue Mountain at Shartlesville PA and watch some real shooting.

Some of those guys shoot both flint and percussion with the same gun. A lock on each side. depending on whether they are in the flint match or the percussion match. Check the scores out of friendship as well to see what groups shooters are able to do.
 
I find a 44" barrel puts my front sight out where I have better chance of seeing it and anything at 100 yards at the same time with my Varilux lenses. A nice balanced/swamped barrel hangs well for offhand shooting.

IMHO target shooting is for hunting practice, and I shoot offhand when hunting so, once sighted in, that's how I practice.
