IT is a steel frame so to my understanding its a OK, but i just want to make sure, he wants to get into blackpowder but also wants to go back and forth with regular ammo, just im just curious am i in the okay to gift him this?

Yes, it's quite safe, not authentic in that caliber though and we are not allowed to discuss conversions to cartridge on this forum. I suggest you check out some of the cowboy action shooting forums for more imformation.
