I'm probably wrong, but I thought that style of can graphics didn't come around until later in the 90's. My memory ain't what it used to be though.
 
‘Just for the fun of it’, instead of guessing, check the date code and then you will know the date of manufacture,
Is the picture below showing the DATE CODE?
Can you say what it means?

I am thinking about $4.00 a lb. from then. I started buying black powder at $2.00 a lb in the sixties.
 
I have no idea what this cost (in the day) as the price is not marked. I acquired it awhile back just for the collectable can (brass screw top). When it arrived, it appeared to be a bit "heavy." Turns out it is a FULL can! Can't wait to see if it is still potent!
