The reason, as I understand it, is so that if a hunter shoots someone, especially those not hunting, he/she can't make a claim that the victim contributed to the accident by not wearing a required color during hunting season.
I just located Montana's regulations on Blaze Orange - 400+ square inches above the waist, no mention of it being solid. So my wool Blaze Orange ghillie suit gets created.
Indiana requires solid blaze orange during all firearms seasons, except early squirrel. But it can be as simple as a hat or cap.......robin :surrender:
