Every Rondy we go to has a pan cake compressor near the sign in station. Its been that way since the 90s.

He just said.....a'bullet' for a muzzle loader did not mention a sabot and since I don't shoot that kind of crap I never thought to verify? I will find out though.
Sounds like one of those power belt bullets. They are jacketed but for MLs.

The minute amount of powder you get in the chamber will not swell a barrel. Don't worry about it!
PYRODEX, is does not come in 4F, GRANULATION either. it will not work as good.
who shoots jacketed bullets in a muzzleloader?
Someone who wouldn't be posting on this Forum.
Jacketed bullets like cva powerbelts are common with inlines. But, I've seen people do some strange things, and it wouldn't surprise me if someone tried a standard jacketed bullet in a muzzleloader just for the he'll of it.

How about a flat lander that is new and got what his local shop had.

Like others said, remove the nipple trickle powder in, shake and tap and then put more in. It will shoot out. My other suggestion is compressed air... the grease zerk suggestion is the last thing I’d try... it works, but is a terrible mess!
Also, If it was an in-line wouldn’t he just remove the breech and push the said bullet through?

As was mentioned, compressed air is the bee's knees for removing a dryball. Or so I've heard...

There used to be a type of "adapter" that could be screwed onto a CO2 discharge that would fit into the vent hole to deball a flintlock.
For some reason, this thread seems more humorous than the usual "Dry Balled" thread? Must be the "jacketed bullet" part. I think FishDFly and Grenadier1758 are right on about all the people who do "stupid" things and don't post it on here. Most of us have dry balled, some more than once 
. And to someone who doesn't know better, using a jacketed bullet might seem like a good idea. Hopefully, he won't make that mistake again, and others who read here will dry ball with a good old lead round ball. No need to re-invent the wheel with traditional muzzleloaders.
