That is only true of swagged paper patch bullets without grease grooves although there have been attempts at making a split die into a col-let mechanism that was not production-ally efficient.
 
Grease groove bullets made paper patch ammo obsolete because they are just as accurate and are far less fragile to the elements of moisture and dirt. The grease grooves are contained inside the brass case sealed from the elements.
Most if not all of the modern accuracy records are set and held by grease bullets although there are some that still do mighty fine accuracy work with paper patch bullets.
 
One of the things I have noticed with swagged balls is that they are not particularly round or uniform of weight. I would rather shoot my own cast balls for match work especially if they are weighted.
