Too light a trigger

Have an 1851 Navy with a trigger pull that's just too light. Locks up solid at full cock and you can bang on the hammer all you want and it won't trip. But, the trigger pull is way too light, so much so that you don't want your finger any where inside the trigger guard until you're aiming the gun. How is this adjusted?
 
Usually the main spring (hammer) is to weak and causes a light trigger release. If the hammer cannot be dislodged by a sharp blow to the action body by a stick of wood or rawhide hammer then the full cock is good and a stronger hammer spring will be the fix.
