Does the breech plug screw threw the bent peice of the floor plate with a hole drilled in it and if so is this what connects the barrel to the but stock????

Yes. The bent piece is held between the breechplug and the barrel. The screws in the pieces which are in front of and behind the trigger and the screw at the end of the tang hold the stock in place.
 
It's not evident from the drawing but the breech plug is similar the the breech plug/tang of the conventional flint or percussion gun. Larry is correct but it looks like it would complicate timing the plug and barrel. I might be tempted to leave the top of the bent portion of the floor plate unfinished and file it down to match the barrel and tang after its together.
 
screw plug and plate together and secure with a braze, weld or pin... make it one unit!
Then fitting the threaded journal to the barrel breech is same as usual?
