I had some older (free, possibly Remington with the green charge) caps that left a membrane or something over the flash hole on a rifle, and I had to clear the nipple in order to fire.
I changed cap brand, and the rifle worked fine.
YMMV.

I've heard a similar story from an older fellow while I was shooting my Renegade at the local Sportsman club range, Probably mid 90's, he approached me to let me know he had issues with Remington caps and what to look for if they became problematic.
