I have noticed the same thing. I don't think anyone else puts that hole in the frizzen jaw screw. At least none I have acquired as of yet have it. But I found this Craftsman angled screwdriver works well. It has a pretty fine blade and has fit all the new (non TC) locks I have.
Besides the hole and TC tool sometimes lines right up with something that gets in the way!
