I am looking to buy a rifle and have it tested and slightly modified. I live in Wenatchee Washington. Hoping for somebody close to do the job.
Puzzled also.Tested? For what? Slightly modified? How? These are things we do ourselves as part of the hobby. So I'm not at all certain what it is you're after.

Finding the good smith, that’s the problem. Ideas?Buy a Kibler kit and have a good smith build it to your specs from the jump.

I have hunted in Washington State on and off for the last 15 years. If you plan on hunting the MZ season be sure that your rifle is compliant with the state regulations. Most of the more modern inline offerings are not compliant. Sidelock rifles are all compliant.
Find yourself a TC Hawken, a Lyman Great Plains Rifle or a CVA or Traditions sidelock rifle. (doesn't much matter with the traditions or cva, they are all basically the same gun with minor differences between models) These are all good entry rifles that will serve well for hunting. Don't bother with the 209 primers and the nipple conversions. A sidelock only needs a percussion cap. Even if you are using pyrodex a normal cap is all you need.
Where are you planning on hunting?
If you watch the gun sale section of the forum a rifle that suits your needs will come around in short order. Might even find one with the peep sight already set up on it.
