As others have mentioned, I saw this done often enough with PRB shooters in the 70’s, but did not do it myself.
I think this practice may have come from the UnCivil War when they were using Minie Balls. The thinking was when the Minie was all the way down, whanging the Steel Rammer caused the Skirt of the Minie Ball to expand so it would not slide loose from the powder when raising the musket to fire or moving with a loaded Rifle Musket.
Of course I don’t remember NSSA shooters doing it in the 70’s and if it might have helped at all, they would have been the ones most likely to do it.
